Future comes slowly

To be truly « productive » a city should first be durable. To process itself into the coming future in a time-proof way. Because future always come. But we think it comes better when it comes slower. So the question is, how to deal in a subtile way with legitimate ambitions and respect of the genius loci ? How to deal with the imperative need to put a roof over people's heads and to maintain the fragile balance of the site personality ? To try to respond in a scaty but pragmatic way we pointed out three main phases that could be resumed in a few points.
